What is OP3

The Office of Public-Private Partnerships (OP3) develops partnerships between the business community and local community organizations that address critical needs in Fairfax County. OP3 creates and develops public-private partnerships to stimulate positive change in the community and encourage civic involvement and responsibility. One of the goals of OP3 is to bring together resources between the public and private sectors to transform the quality of life in the community effectively.

The office brings together representatives and resources from the public and private sectors to address community issues impacting the quality of life in Fairfax County.

In addition, we offer all Virginia forms to meet various needs, from real estate transactions to business agreements.

Real Estate and Leasing Documents

A Virginia lease agreement outlines the terms under which a landlord rents out property to a tenant. It specifies both parties' rent amount, lease duration, and responsibilities, providing a legal framework for the rental relationship.

A room rental agreement in Virginia is used when a tenant rents a room within a house or apartment while other areas, like the kitchen and living room, remain shared spaces. This agreement typically includes specific rules about common areas and utilities.

The quit claim deed in Virginia is used to quickly transfer property rights with no guarantees about title clearness, often among family members, or to simply change the names on the title during a marriage or divorce.

The Virginia transfer on death deed allows property owners to designate a beneficiary to inherit their property automatically upon the owner's death, bypassing the probate process. This deed can streamline estate planning by directly transferring real estate to the beneficiary.

Vehicle and Personal Property Transactions

A general bill of sale in Virginia serves as proof of transfer for various items, recording essential transaction details such as the item's description, the sale amount, and the buyer's and seller's identities.

The Virginia vehicle bill of sale is an essential document used during the sale of a vehicle in Virginia. It legally documents the transaction and includes detailed information such as the vehicle's make, model, year, VIN, and the agreed-upon sale price. This bill of sale serves as proof of purchase and is crucial for the buyer to register the vehicle and transfer the title under their name, ensuring the legality of the ownership transfer.

In a similar manner, the Virginia trailer bill of sale captures important details like the trailer’s type, size, identification number, and the purchase and sale conditions. This document is necessary for the legal registration and titling of the trailer in Virginia, providing a clear record of ownership that is important for both buyer and seller during the transaction.

Estate Planning and Legal Directives

The free Virginia last will and testament form allows individuals to outline how they want their property and assets distributed after death. It appoints an executor to manage the estate and specifies beneficiaries, ensuring the individual's final wishes are honored.

A durable power of attorney in Virginia gives someone else the legal authority to manage financial, legal, and sometimes healthcare decisions on behalf of the principal. This authority continues even if the principal becomes incapacitated, ensuring continuity in handling personal affairs.

A Virginia living will is a legal document specifying an individual’s preferences for medical treatment, particularly in situations where they cannot make decisions due to incapacitation. This document guides healthcare providers and family members in making critical care decisions that align with the individual’s wishes, focusing primarily on end-of-life care and life-sustaining treatments.

The Virginia advance medical directive combines a living will and a medical power of attorney into one comprehensive document. As a living will, it states the individual's preferences regarding medical treatments. It appoints a health care agent (proxy) to make medical decisions on the individual’s behalf if the individual is incapacitated.

Miscellaneous Legal Documents

A Virginia small estate affidavit is used to simplify the probate process for estates that meet certain criteria, such as having a total value below a specific threshold. This document can expedite the distribution of assets to heirs without a formal probate proceeding.

A Virginia homeschool letter of intent is filed by parents or guardians who wish to educate their children at home, notifying the local school district of their intent to homeschool according to state educational requirements.

A Virginia notice to quit is a formal document issued by landlords to tenants to rectify a violation of the lease terms or vacate the property. This notice starts the legal process for eviction if the tenant fails to comply within the specified time.

Non-Profit Tools and Resources

The Grants Research and Training Center helps OP3 build the capacity of non-profits through their involvement with chambers of commerce, professional support organizations, and university partners to share information about events that may be useful to nonprofit organizations. Small Business Resources

OP3 recognizes that small businesses are essential to the economy and people of Fairfax County. The County has many great resources for starting or expanding small businesses.

Fairfax County values and helps small businesses grow and connect through our Purchasing and Supply Management Department. >>

Chambers of Commerce are a great way to connect and create business exposure.

Fairfax County Economic Development Authority provides a list of resources for starting, running, and expanding a business. >>

The Senior Corps of Retired Executives (SCORE DC) offers free counseling, workshops, and mentoring to those who wish to start or build existing businesses in Northern Virginia. Counselors are available at the Reston Chamber of Commerce IncSPIRE and the Mason Enterprise Center.

Corporate Social Responsibility (CSR)

CSR describes businesses' various activities to strengthen their relationship with communities and address social issues. OP3 participated in research conducted by GMU graduate students that produced an Overview and Examination of CSR in Fairfax County. This report noted, "Smart partnering through CSR is about doing good business and creatively addressing significant issues that face business and society, not simply feeling good."

Companies that develop strategic corporate philanthropy and communicate their results effectively see bottom-line benefits, including improvements in:

  • New business opportunities
  • Employee recruitment, retention, and morale
  • Investor confidence

The barriers to effective corporate community involvement were a lack of awareness of critical community needs and current partnership opportunities. OP3 was created to meet this need and to serve as a clearinghouse for businesses and individuals that want to contribute time, resources, and intellect to improve the quality of life in Fairfax County.

Who does OP3 work with to develop partnerships?

Companies that Care: Companies show their support for the County by sharing their facilities, resources, expertise, volunteers, and financial contributions. Many companies are active in the community and have graciously donated resources.

County Agencies and Initiatives: Partnership liaisons in County agencies help OP3 identify priority needs and opportunities. OP3 develops a link with potential business partners that have similar interests. We offer training and host discussion groups with County affiliated foundations and nonprofits.

Chambers of Commerce and Business Organizations: OP3 works with Chambers of Commerce throughout the county, Business Councils, service organizations, etc. Examples: McLean Nonprofit Forum, Dulles "Beyond the Dollar" series.

Community Nonprofits and Service Organizations: OP3 works with organizations like Volunteer Fairfax to increase awareness of volunteer opportunities with County agencies. OP3 also works with Leadership Fairfax to engage LFI graduates in community leadership and skill-based projects.

OP3 receives partnership requests from many different organizations. The requests are reviewed and must meet three main criteria to be considered.

Volunteer Fairfax: Since 1975, Volunteer Fairfax has served as the respected leader of community volunteerism in Fairfax County and beyond, providing services and programs that mobilize the nonprofit community and offering meaningful opportunities for citizens to engage in the community.

Sports Marketing LogoFairfax County Sports Committee: Originally convened by OP3, several Fairfax County organizations have formed a public-private partnership to expand the area's lineup of sports competitions and related initiatives to enrich the quality of life of community residents. Broadband CNCT LogoBroadband CNCT: Cox Communications and OP3 connected an underserved local neighborhood with high-speed broadband access at a discounted service rate provided by Cox. Refurbished computers were provided to families with FCPS children, along with education software and training on using school and community internet resources to strengthen family connections with the school and improve academic outcomes. Fairfax County Restoration ProjectFairfax County Restoration Project: Local businesswoman Amy Gould and OP3 created FCRP to bring together various organizations to address the soil restoration, wildlife, and plant issues created by the HOT Lanes Project. FCRP's goal is to foster relationships between state, county, business, and non-profit organizations to work together to improve the County's quality of life. Learn more

Fathers In TouchFathers In Touch: OP3 facilitated a partnership agreement between the Capital Youth Empowerment Program (CYEP), Fairfax County Department of Family Services, and the University of Maryland to provide parenting classes for fathers. Fathers In Touch, a program created by the CYEP, was developed to address the fatherless home epidemic prevalent in our society. The program aims to develop committed, responsible fathers who establish values for their children and provide a nurturing environment for their families. Learn more

Computer Learning Center PartnershipComputer Learning Center Partnership (CLCP): OP3 convened a partnership between CSC Corporation and the Fairfax County Department of Community Recreation Services to fully fund the CLCP program in the Kingsley Commons housing development in Falls Church. CSC will support the Kingsley Commons CLCP through a gift of $150,000 over three years. Learn more

Medical Care for Children LogoMedical Care for Children Partnership (MCCP): Established in 1986, MCCP is an exciting public-private partnership that is a proven model of community problem-solving. MCCP-eligible children have working parents whose incomes are too high for Medicaid but too low to afford health care. The MCCP Foundation ensures that every child receives the medical and dental care needed to thrive and realize their dreams of good health. Learn more

Economic Development Authority of Fairfax County introduces companies to partnership opportunities and shares company interests with OP3 for follow-up.

FCPS Office of Business and Community Partnerships and OP3 collaborate on partnerships that address the needs of schools, students, and their families.

Leadership Fairfax and OP3 work together to engage their alum leaders in community service, including public boards and skilled project volunteering through SERVE Fairfax.

Volunteer Fairfax and OP3 work with County agencies, civic organizations, and businesses to promote volunteering.

Involvement in multiple chambers has allowed us to expand our breadth of partnership opportunities in the area.

Animal Shelter

Donations of supplies and funds to support boarding or medical coverage. $10/night boarding, $150 medical coverage per animal.

Foundation for Fairfax County Public Schools

Invest in the future workforce by donating to enhance and promote high-quality education for students.

Joey Pizzano Memorial Fund

Provides water safety programs and recreation for children with special needs and is helping to build the county's first accessible spray park.

Law Enforcement Foundation

Provides public safety training to residents and law enforcement personnel to handle emergencies correctly.

Library Foundation

Donate books, dollars, and time to support the libraries in Fairfax County. Donations support library programs, or you can buy books to fill the Library wish list through Amazon.

LifeCircle Alliances

Investors to fund projects are needed to help seniors and persons with disabilities maintain health and independence. Assists adults with disabilities and supports an individual or organization for $100 and up.

The Medical Care for Children Partnership (MCCP) Foundation

Funds medical and dental care for children of low-income, uninsured working families. Many thousands of children in our community do not have access to regular care. >>

Fairfax County Park Foundation

Support your parks by raising private funds beyond tax dollars and creating partnerships that preserve the natural environment, provide places for exercise and relaxation, and connect neighborhoods, families, and friends.

Prevent and End Homelessness

More than 1,500 children, women, and men in Fairfax are without homes due to a lack of affordable housing. A donation of $1000 allows a family of 4 with a working head of household to remain in their home this month.

Space for Public Use

Community organizations often seek office space, performance or rehearsal space, art displays, storage, or space for an occasional meeting or event. Companies benefit from community connections and may receive tax benefits.
